Monterey · MontereyCOVINGTON — Reba Althea Troxell Rapp, 91, of Covington, died Saturday, April 27, 2024, at her residence.
She was born May 15, 1932, in Alleghany County, a daughter of the late Verless and Gartha Morris Troxell.
In addition to her parents, she was preceded in death by her husband and love of her life, B.W. “Bill” Rapp Jr., in 2015; and a son, Rick Rapp, in 2007.

The county is advertising for both full-time and part-time advanced life support certified paramedics. He was born July 28, 1955, in Clifton Forge, to the late Garnet Reed Vess and Eleanor Warlitner Vess.
He was a self-employed logger, and belonged to two pulling organizations, Appalachian Outlaws and Dragon Motor Sports.

Monterey · MontereyMONTEREY — The Highland County Volunteer Rescue Squad has sued Highland County supervisors over the supervisors’ April 11 decision to rescind the squad’s authority to operate in the county.
The lawsuit was filed in Highland County Circuit Court on April 23; county attorney Melissa Dowd said she was not served until April 26.
