In a case the county prosecutor calls “astonishing,” a Macomb County man was charged Tuesday with racking up his 30th offense for shoplifting. Dwayne Effren Taylor, 66, of Clinton Township was arraigned Tuesday in 41B District Court on one count of first-degree retail fraud and being a habitual offender.
